SHOW REGULATIONS

 

 

1.     SHOW MANAGEMENT

          The Show Rules have been updated and become operative on 1/1/2008.  They are binding on

        All present members, and all new Members who join the Society after this date.

 

a)     The Show Committee shall consist of a Show Manager, Show Secretary and Safety Officer.

 

b)     The Show Committee shall be appointed by the Show Manager following each Annual General

         Meeting.

 

c)     The management of all major shows staged by the Society shall be under the control of the Show

       Committee.

 

2.     SHOWS

 

a)     A Breeders Show and Annual Show shall be held annually. Dates are to be fixed prior to

       January 1st.

 

b)     A Nest Feather Show may be held each year.

 

c)     Shows shall be held in conjunction with the regular monthly night meetings. The exceptions are

       The January and December meetings.

 

d)     This Society may hold or participate in any other Shows as deemed appropriate,

        This includes inter-Club competitions.

 

e)     The BSSA Inc will retain custody of the Inter-Club Logan Shield.

 

f)     A Show will be cancelled if the forecast temperature for the day/night of the Show, at 6.OOpm

       on the evening prior to the Show is 32 degrees or higher.

 

3.     ENTRIES

 

a)     The Annual Show shall be open to all budgerigar exhibitors.

 

b)     The Breeders Show shall be open to financial members of the BSSA only.

 

c)     All entries in any Show held by the BSSA must be rung with a recognized club closed ring.

 

d)     Entry fees shall be determined by the Executive Committee.

 

e)     Entries shall be submitted on the official entry form.

 

f)      Entry forms together with entry fees must reach the Show Secretary by the closing date.

 

g)     After the closing date the exhibitor will be sent a label for each accepted entry. This label is to

       be affixed to the lower left hand corner of the show cage.

        Entry fees of birds not exhibited shall be forfeited.

        Late entries at any Show shall be accepted if stated on the entry form.

 

4.     JUDGING

 

a)     Judging shall be in accordance with the ANBC Standard.

 

b)     All officiating Judges shall be bound by the BCSA Judges Rules.

 

c)     The decisions of the Judge shall be final on all questions of merit.

 

d)     A judge shall not withhold any award unless the exhibit -Has a visible deformity

        -Does not represent the variety in which it is entered

        -Has been subjected to any malpractice

          -Is diseased in any way

 

5.     EXHIBITING

 

a)     All birds must be the bonafide property of the exhibitor, and any person attempting to defraud

       the Society in any way, shall not be allowed to compete in any Show of the Society, without the

       special sanction of the Executive Committee.

 

b)     If birds are rung with rings purchased in joint names, then birds must be exhibited in the same

       manner at all shows of this Society.

 

c)     Each cage exhibited must be of a standard approved by this Society.

 

d)     The Show Manager may disqualify and mark any cage where he or she detects any tampering

       with either the cage or exhibit, No appeal against the decision will be entertained.

 

e)     All exhibits will be given the greatest care by the Show Committee, but all birds shall be exhibited

       at the sole risk of the exhibitor.

 

f)     During the Show all exhibits will be in the care of the Show Committee and shall not be touched

       or handled by the owner or any person under any pretence whatever, without the permission and

       presence of a member of the Show Committee.

 

g)      Exhibitors shall not be allowed to remove the exhibits until authorized by the Show Manager.

 

6.     SAFETY OF EXHIBITS

 

a)     During benching of birds for exhibition, any birds presented showing obvious signs of sickness

       or disease will not be permitted on the show bench.

 

b)     Owners of such birds will have the option to - Remove the bird from the show, or

        -Have the bird isolated for later assessment.

 

c)     During the course of the Show, any bird may be debenched should its condition have obviously

       changed from that when initially benched.

 

d)     The decision as to the benching of any exhibit shall be at the absolute discretion of the Show

       Manager or Safety Officer.

 

e)     No birds with the exception of those covered under clause 9(a), shall be handled without the

       express permission and presence of the owner.

       Poorly presented show cages that endanger the birds or are deemed unsanitary will not be

       passed for exhibition.

 

 

7.     AGE CLASSIFICATIONS OF BUDGERIGARS

 

a)     NEST FEATHER - Juvenile birds still in full nest feather. These birds cease to qualify for nest

       feather classes with the appearance of the first adult feather, which is usually in the cap of the bird.

       Classes for nest feather birds may be staged at any   time during the year of ring issue.

 

b)     BREEDER BIRDS - Breeder birds are in full adult feather. Classes for breeder birds may be held

       from 1st August in the year     of ring issue, until 31st July the following year.

 

c)     ADULT BIRDS - It is deemed that all breeder birds become adult show birds on 1st August in the

       year following the ring issue.

 

8.     SHOW CAGES

 

a)     The show cage is defined as that of the current ANBC regulations.

 

b)     Drinkers will be plastic and fitted to all cage fronts. The position for old cages being five spaces

       in from the left, on the base- wire, and for the newer style cages, four spaces in from the left level

       with the perch.

 

c)     The seed shall be a mixture of white millet, Jap millet and canary. No other seeds or additives are

       permissible with the exception of pannicum.

 

d)     For Open and Intermediate exhibitors, the current ANBC show cage is mandatory.

 

e)     Novice and junior exhibitors may use either the current ANBC show cage, or a cage built to the

        immediate old standard.

 

9.     PRIZE WINNERS

       

a)     All breeder birds winning a major award at any show of this Society shall have their ring numbers

       checked by the Show    Manager and Ring Steward to ascertain they were bred by the exhibitor.

 

b)     In the event of any irregularity in respect to rule 9(a), the exhibits shall be disqualified and the

        awards adjusted.

 

c)     Trophies may be altered if necessary by the number of entries or exhibitors.  This is to be at the

       discretion of the Show Committee.

 

10.    PROTESTS

             

a)     All protests must be in writing, and accompanied by a deposit of $20.00, to be forfeited if the

       protest is deemed unwarranted by the Show Committee.

 

b)     Protests are to be lodged with the Show Manager or Show Secretary not less than 60 minutes

       prior to the doors being opened to the public.

 

c)     Protests must be dealt with prior to the presentations of prizes and trophies.

 

11.    EXHIBITOR STATUS

 

a)     JUNIOR - Any member who has not attained the age of 16 years. Junior members must be

       actively involved in the care and husbandry of their birds. Junior members must purchase rings

       in their own name. A junior member automatically progresses to the Novice class upon winning

        three (3) best Junior Exhibits at the Breeders and/or Annual Shows of the BSSA, or upon

       winning one (1)major award at the Breeders and/or Annual Shows of the BSSA.

 

b)     NOVICE - A member shall remain a Novice until he or she wins a major award, provided that

       the member does not reside at an Intermediate or Open Breeders residence. After six (6) years as

       a Novice Exhibitor, a member automatically passes into the Intermediate class, or upon winning a

       major award, whichever is the shorter period.

 

c)     INTERMEDIATE - A member shall remain an Intermediate until he or she has been awarded two

       (2) major awards whilst exhibiting as an Intermediate. After four (4) years as an Intermediate

       exhibitor, the member automatically passes into the Open    class, or upon winning two (2)

       major awards as an Intermediate, whichever is the shorter period.

 

d)     A Novice exhibitor has the right of appeal in writing to the Executive Committee within 30 days

       of a Show where the said    Novice has gained a new status in his or her first year of exhibiting.

 

e)     The initial year in which rings are purchased is used as the base year for calculating status

        movement.           Status changes will only be effective on the 1st January in any calendar year.

 

g)     The Executive Committee reserves the right to determine the Exhibitor Status of any new member

       who has past experience in the hobby.

 

12.    DEFINITIONS

 

a)     Major Awards - Being one of the major awards in the Breeders or Annual Show of the BSSA, or

       any other specialist Budgerigar Society.

 

b)     Major Award Showing Season - The period between 1st January and 31st July in any calendar

         year.

 

c)     ANBC - Australian National Budgerigar Council.

 

d)     BCSA - Budgerigar Council of South Australia.

 

13.    QUESTIONS UNPROVIDED FOR

 

The Executive Committee will consider any matters

That are not covered by these regulations,

Their decision shall be final.

Section 10.The Constitution

Of the Budgerigar Society Of South Australia Inc

 

 

10. DUTIES OF THE EXECUTIVE COMMITTEE

 

The President shall be, ex officio, the chairperson at all general and management meetings of the

Society and shall maintain order and act in the best interests of the Society. The Chairperson shall have

a normal vote, plus a casting vote, if necessary, on all matters brought before any of the meetings stated

in rule 12. The President has the responsibility of organizing the format of general and management

meetings and co-coordinating the Society’s schedule of events. The President must also provide

leadership and direction for the Society and its members. The President will be required to pay particular

attention to contact and communication with the Society’s affiliated clubs. As such, the President should

attend local affiliated club meetings and travel to country locations when required.

 

The Vice President shall assist the President when called upon to do so. The Vice President shall also

be responsible for the development of the Society through entertainment at monthly meetings,

guest speakers and seminars. The Vice President should also work in closely with the President in

regards to matters concerning affiliated clubs. The Vice President shall act as chairperson at any meeting

in the absence of the President.

 

The Secretary is responsible for maintaining the Society’s minutes and minutes of any formal function.

The Secretary shall conduct all the official correspondence on behalf of the Society, unless the

Executive Committee directs otherwise.

 

The Treasurer shall receive all money due to the Society and issue receipts. He or she shall produce

at the Annual General Meeting an audited statement of receipts and payments, and report the Society’s

bank balance at each monthly meeting. He or she shall keep correct books of account. The Treasurer

shall also ensure that all Executive Committee approved accounts are paid promptly.

 

The Ring Steward shall be responsible for all matters pertaining to rings, issue as directed, all rings

belonging to the Society, keep a proper register of the rings issued, and produce same when required

by the Committee or the Show Manager. He or she shall issue receipts for the ring money received

and periodically pay money received to the Treasurer.  He or she shall also maintain a register

containing names, addresses and exhibition status of all financial members of the Society.

 

The Trading Officer shall be responsible for all matters pertaining to the Society’s merchandise

offered for sale. He or she shall keep a proper record of transactions and produce same to the

Committee when required, and issue receipts for the money received and periodically pay money

received to the Treasurer.

 

The Book Officer shall be responsible for all matters pertaining to the books offered for sale by the

Society. He or she shall keep a proper record of transactions and produce same to the Committee

when required, and issue receipts for the money received and periodically pay money received to the

Treasurer.

 

The Show Manager is responsible for the organizing and running of all shows staged by the Society

The Show Manager will also be the chairperson of the Show Committee.

 

The Social Committee Representative will act as the liaison between the Executive Committee

and the Social Committee, presenting recommendations from the Social Committee to the

Executive Committee. Any financial member of the Society may nominate for the position, but must

be prepared to become a member of the Social Committee.

 

The Publicity Officer shall be responsible for all publicity of the Society and upcoming events.

This Officer shall be responsible for all media liaison. The Publicity Officer will also act as the new

member liaison and pursue avenues to increase the membership base of the Society, as well as liaison

with visitors at functions of the Society.

 

 

11.   AUDITOR

An auditor is to be appointed by the Executive Committee at the first available Committee Meeting

following the Annual General Meeting.

That if the office of auditor is declared vacant for any reason, the Executive Committee must appoint

a new auditor at the first available Executive Committee Meeting, and advise the members at the first

available opportunity.

The auditor shall be responsible to conduct the audit of the Society’s accounting records, stocks,

cash balances and procedures and report to members at the Annual General Meeting by way of

certificate affixed to the annual accounts.

The auditor shall be empowered to request and examine any of the Society’s records at any time,

conduct investigations as either he or she deems proper, or as referred to him by any financial member

of the Society and shall give notice to the Secretary of his or her intentions to report findings to the

next General and/or Annual General Meeting of the Society.

 

12.   MEETINGS

The Annual General Meeting shall be held on the third Monday of January, each year, when the

President’s report, the Treasurer’s financial statement and the Auditor’s report shall be presented.

Members of the Executive Committee shall be elected in accordance with the rules contained in this

Constitution

An Ordinary General Meeting shall be held on the third Monday of every month, and shall be solely

for the purpose of discussing matters of interest to the Society and making recommendations to the

Executive Committee.

A Special General Meeting may be called by the Executive Committee at any time, or by the

requisition of fifteen (15) or more financial members, the object for which the meeting is called is to be

stated in writing to the Secretary. The members of the Society shall be informed in writing of the object

for which the meeting is called at least fourteen (14) days before such Special General Meeting is

scheduled to be held.

The Executive Committee shall meet as often as necessary to further the interests of the Society,

provided that at least four (4) meetings be held in each financial year.

Meetings shall be held at a place convenient to the members as directed by the Executive Committee.

 

13.    QUORUM AT MEETINGS

Fifteen (15) percent of financial members shall form a quorum at any Annual General Meeting,

Ordinary General Meeting, or Special General Meeting.

Six (6) Committee members shall form a quorum at any Executive Committee Meeting.

 

14.   ASSETS OF THE SOCIETY

Any assets of the Society in the form of Staging, Crockery, Duplicators, Typewriters etc, shall only

be stored in such approved places as are determined by the Executive Committee.

 

15.   INSURANCE

Any assets of the Society may be insured against fire, theft, etc

 

16.    ACCOUNTS FOR PAYMENT

All accounts to be paid by the Society shall be tabled at a General or Committee Meeting for approval

of payment.

 

17.   DISCIPLINING MEMBERS

The Chairperson shall have the right to suspend any member of the Society whose conduct is deemed

to be objectionable, and/or contrary to the “Objects of the Society”.

Upon suspension, the member shall be not heard at a Meeting and asked to resume his or her seat, or

requested to leave the Meeting or function at the discretion of the Chairperson.

At the first available Executive Committee Meeting following the suspension of any member, the

Secretary is to cause a notice in writing to be served on the member.

(i)     Setting out the decision of the Executive Committee and the grounds upon which it was based.                                            

(ii)    Inform the member of the next available Executive Committee Meeting where the member may

       attend and speak at that meeting or submit prior to the date of the meeting written representations

       relating to the decision of the Executive Committee.

(iii) Following consideration of written or oral representations, the Executive Committee must

determine whether to revoke the suspension, confirm the suspension stating the length of time for

which the member is suspended, or expel the member from the Society.

 A member following the final decision of the Executive Committee may appeal against the decision

by lodging with the Secretary within seven days of receipt of the decision, a notice of Right of Appeal

Subsequent action shall be decided at a Special General Meeting convened for this specific purpose in

accordance with rule 12(c). If at the Special General Meeting, the Society passes a motion in favour

of the decision of the executive Committee, then the decision is confirmed.

 

18 COMMON SEAL

The Society shall have a Common Seal, which shall be held by the Secretary for safekeeping.

The seal shall not be affixed to any document without prior authority of a resolution of the

Executive Committee. Any document to which the seal is affixed shall be attested and signed by the

Public Officer and one of the following, President, Secretary or Treasurer.

 

19. ALTERATIONS TO THE CONSTITUTION

Except as elsewhere in these rules expressly provided, the Constitution shall not be altered, added to,

rescinded or suspended, except at an Annual General Meeting or at a Special General Meeting

convened for that purpose in accordance with rule 12 (c).

 

20.   DISSOLUTION

ln the event that a two thirds (2/3) majority of financial members vote in favour of winding up the

Society at an Annual General Meeting or a Special General Meeting convened for that purpose in

accordance with rule 12 (c), the retiring Executive Committee shall be responsible for the establishment

 of a trust for disposing of the Society’s net assets.

If upon the winding-up of dissolution of the Society there remains, after satisfaction of all its debts

and liabilities, any property whatsoever, the same shall not be paid to or distributed among members

of the Society, but shall be distributed to other body or bodies having similar objects or to such

charitable body or bodies, and which prohibit the distribution of income and property to members.

 

21. QUESTIONS UNPROVIDED FOR

Any question or matter, which may arise, not being specified or dealt within these rules, shall be

dealt with by the Executive Committee whose decision shall be final.
